That section grants power to the Minister to make regulations for the purposes of this Act, and, in particular, but without prejudice to the generality of that power, may make regulations – (a) for the levying of charges and the taking of fees; (b) amending the Schedule. Regulations made under this section may provide that any person who contravenes them shall commit an offence and shall, on conviction, be liable to a fine not exceeding 20,000 rupees and to imprisonment for a term not exceeding one year.
