These Regulations shall apply to any vessel used in navigation in accordance with Section 2 of the Principal Act, except for bareboat chartered ship for the purposes of Parts IV and V of these Regulations. To this end, these Regulations set forth provisions on the application for registration; allocation of official number; marking and inspection of marks; registration and refusal of application; issuance of Certificate of Registry; eligibility of transfer or transmission of a registered ship; changes in ownership or registered particulars of ship; remarking of ship and registration with new name to the Registry; terms and conditions for the registration of bareboat chartered ship under the name of charterer; and offences and penalties.
