They, among other things: define 'Administration' and 'Discharge' for purposes of the Convention; define the application sphere of MARPOL as far as Jersey is concerned; concerns interpretation of Protocol I and Annexes I and II of the Convention; define powers of information, investigation and inspection; provide with respect to checks certificates and oil or cargo record books; concern management of oily residues on ship under 400 gross tons; and provide for enforcement and prosecution of offences.
