Abstract These Regulations shall apply to all vessels registered on the Cook Islands Ships Register; all seafarers who are employed on vessels referred in these Regulations; and all owners, masters and charterers of vessels referred in these Regulations. These Regulations sets forth provisions on the responsibility of the owners, masters and charterers of vessels for compliance to all relevant rules and conventions; penalties for infringement deficiency; procedures of infringement notices; dispute of the infringement notice; and rights of and procedures for appeal. The forms of infringement notice and notice of dispute are indicated in the Schedule annexed to these Regulations.
