Long title
To provide for the regulation and control of ports and of vessels in Hong Kong or in waters of Hong Kong, the regulation and control of repairs and breaking up of vessels, cargo handling on vessels and pollution caused by vessels in the waters of Hong Kong, the regulation for and control of construction or reclamation works in which vessels are used and for other matters affecting vessels, navigation and the safety of vessels at sea (whether within or beyond the waters of Hong Kong).
