The Act shall apply to either the people of the Republic of Korea or to ships owned by the Korean government, except for ships falling listed in article 3. Article 45 rules that the Minister shall establish the Korea Ship Safety Technology Authority, in order to secure safety in respect of a ship’s navigation and research/develop and supply the technology in respect of a ship or ship’s facilities by being empowered by the Minister’s affairs or when acting for the Minister.
