Abstract

This Law abolishes the use or retention of the pail latrine system in buildings located in the State, and provides that new buildings should install the sewage disposal system and existing buildings should convert to the sewage disposal system. To enable the efficient enforcement of the provisions, the Law further provides that home owners have to register with the Local Government Council for the purpose of obtaining approval to construct a sewage disposal system; after this registration, an authorized officer of the Local Government shall conduct inspection of the existing building. An authorized official may arrest a person who contravenes the provisions of this Law and the penalty involves a fine or prison term. The Law empowers the Commissioner for Local Government Matters to make subsidiary legislations and regulations to give effect to the provisions of this Law.
