They spell out the functions the Central Seed Committee, the Central State Laboratory, and the Certification Agency, in addition to those entrusted to these public bodies by the Seeds Act. Further they provide for a variety of matters relating to (the control of) seed production and trade including labeling and marking of seeds, classification of seeds, certification of seeds, sealing, fastening, dispatch and analysis of samples.
