Forms for applications and (renewal of) licenses are provided in the Schedule. The State Government shall appoint licensing authorities and shall appoint inspectors who shall control compliance with the present Order. The Controller of seeds may, when considering necessary to do so in the public interest, by an Order, direct any producer or dealer to sell or distribute any seed in such manner as may be specified therein.
