A Plant Breeder’s Rights Committee is established under section 3. The Committee shall develop a policy regarding plant breeder’s rights, make recommendations on the granting of rights and carry out other functions outlined in regulation 4. A certificate of grant shall be in Form II of the Schedule, whereas an application for a compulsory license shall be in Form IV. Other Forms concern extension of the period of grant, protective direction and surrender of grant. Regulation 16 and following concern representations that may be made by entitled persons or organizations. Regulation 21 concerns the naming of plant varieties. The officer authorized by the Minister of Agriculture shall maintain a register of plant varieties under regulation 22.
