If a farmer holds that bad crop results are due to defective quality of seeds supplied, the Seed Inspector shall investigate the complaint and report his findings to the competent authority. If the Inspector comes to the conclusion that failure of crop is due to the fact that quality of seeds supplied to the farmer is not meeting the quality standards set by the Central Government, he shall initiate proceedings against the supplier for contravention of provisions of the Act and these Rules.
