The Minister shall appoint, under section 3, an officer who shall be in charge of registering sellers of seed and seed testing laboratories in accordance with section 4. The registration officer shall issue a certificate of registration upon registration and shall state reasons for any decision on application for registration (sects. 5 and 6). Appeal Full text English
