Seed analysts hall be appointed under section 12 and seed inspectors under section 13. The Committee shall advise the Central Government on matters arising from the administration of this Act. The Central Government may, after consultation with the Committee, regulate the quality of notified seeds (sects. 5 and 6). Seed certificates shall be granted by the Agency under and in accordance with section 9. Powers of seed inspectors are outlined in section 14. The procedures to be follwed for sampling, etc, are outlined in section 15. Section 18 deals with recognition of foreign seed certification agencies.
