The Board shall advise the Government on a national policy for the improvement and control of seed production, shall regulate the control of standards for seed established by it, and keep a register of seeds of new species (sect. 5). The Centre shall control, examine and authenticate the quality of seeds. The Government may prescribe the minimum limit of the quality standard of any seeds out of the notified seeds after consultation with the Board under section 12. Section 13 provides for the sale and distribution of notified seeds. Import or export of seeds requires a permission by the prescribed authority under section 15. A Seeds Inspector, Seeds Sample Collector and Seed Analyst may be appointed under section 16. Remaining provisions concern offences and other liability.
