Abstract

The Regulations charge the Controller of Seeds with administration of the Regulations and make the office responsible to the Minister of Agriculture, Irrigation and Water Development. The Regulations further provide extensively for the registration of seed growers with the Controller of Seeds by growers who intend to produce certified seeds. Similar provisions are made for the for the registration as a seed processor, seed processing, seed sampling, seed testing, etc. Seed inspector are the designated officers in carrying out the mandates of this Act and are required to undergo training, pass the requisite examinations and have a minimum of one year experience in seed inspection. The duties of a seed inspector include to inspect all places used for growing, cleaning, storage, transporting or sale of any prescribed see, as required by the Controller of Seeds, to ensure that the conditions of registration of licences, to procure and send for analysis if analysis if necessary samples of any prescribed seed which the seed inspector believes is being produced, stocked, sold or transported, among others. The Regulations make extensive requirements for the packaging, labeling and sealing of seed lots. A lot is described as specified quantity of seed conforming to measurements of weight, homogeinity and is represented by one sample in laboratory seed testing. The Regulations make provisions guiding the importation and exportation of seeds to guarantee the excellent seed quality.
