Seed is defined as the seed of a vegetable or field crop (sect. 1). The Lieutenant Governor in Council may accordingly constitute such a control area, determining its exact boundary and varieties of seeds that may be grown (sect. 4). An owner or occupier of land in a seed control area is forbidden from growing or allowing to grow any seed of a variety other than that prescribed under this Act. The remaining provisions deal with offences and penalties as well as the power to make regulations.
