This Council shall have various functions relative to the policy and administration of seed quality control. Also a Federal Seed Certification Agency shall be established as soon as possible. This Agency shall control the quality of seed, register seed growers, certificate seeds, organize inspections of field crops, sample and test seeds, arrange training and provide advice to the Council. Seed varieties shall be registered with the National Registration Agency to be established by the Federal Government. Each provincial government shall establish Provincial Seed Councils for the performance of such functions as may be entrusted to the provincial government. Farmers shall be registered with the Seed Certification Agency upon recommendation of the Provincial Seed Council. Applications for the grant of a certificate in respect of a variety or species of seed shall be made to the Federal Certification Agency. Seed Certification Officers and Seed Inspectors may be appointed under this Act. The Seed Inspector is granted ample powers to control the quality of seeds.
