Abstract

The Sectorial Health Plan for the Mitigation and Adaptation to Climate Change. The objective of the Plan is to establish national guidelines, targets and strategies to contribute to mitigation measures to adapt SUS processes and services to the impacts of climate change. The specific objectives are: establish adaptation measures for the SUS, aiming at minimizing the population's vulnerability to the impacts of climate change; Strengthen the preparedness and response capacity of the health services within SUS; Contribute to the consolidation of a low carbon economy in health products and services through mitigation measures to reduce GHG emissions in their processes. The PNMC is structured in four axes: a) mitigation opportunities; b) Impacts, vulnerabilities and adaptation; c) research and development; and d) education, training and communication. This plan also defines the following seven specific objectives considering all the sectors involved in the process: 1. Encourage increases in efficiency in the performance of the economic sectors in the constant pursuit of the achievement of best practices. 2. To seek to maintain renewable energy in the electric sector, preserving a prominent position that Brazil has always occupied in the international scenario. 3. Promote the sustainable increase of biofuels participation in the national transport sector and also work towards the structuring of an international market for sustainable biofuels. 4. Seek the sustained reduction of deforestation rates in all Brazilian biomes, until zero illegal deforestation is achieved. 5. Eliminate the net loss of forest cover area in Brazil by 2015. 6. Strengthen intersectorial actions aimed at reducing vulnerabilities of populations. 7. To identify the environmental impacts resulting from climate change and to encourage the development of scientific research so that a strategy can be drawn up to minimize the country's socio-economic adaptation costs.
