Section 3 provides for the appointment of Sea Officers for purposes of this Ordinance. No person shall kill, take, hunt or attempt to kill or take any seal in the Colony without a licence granted by an officer appointed by the Governor (sect. 5). The Governor in Council may declare Seal Reserves under section 7. Section 8 defines liability to penalty by owners or masters of vessels employed for the killing or taking of seals in the Colony.
