In particular, they lay down provisions relating to ecological reserves of seabirds. They contain at the outset a definition clause referring to certain terms therein employed, such as “animal”, “camp”, “commercial fishing”, “hunt”, “management plan”, “reserve”, “structure”, “tourboat”, “wildlife”. Section 3 enables the Minister to issue a permit or other written authorization that allows certain activities to be carried on in a reserve, subject to the restrictions imposed by these regulations and the Act. Section 4 establishes that commercial and recreational fishing in accordance with other applicable legislation is permitted within the marine waters of a reserve. Moreover, angling in accordance with other applicable legislation is also permitted.
