The Regulations modify the definition of "noxious liquid substances and of "special area" so as to include the sea area south of latitude 60S (“Antarctic area”). Various amendments concern the discharge of polluting substances in the sea. One provision concerns inspection of ships registered in another state that is a party to the MARPOL Convention.
