It is prohibited to use or cause to be used for the purpose of fishing for sea fish any ground line except as specified in an Order made by the Minister. The Minister may in an Order – (a) specify a person or a class of person who may use a ground line for the purpose of fishing for sea fish; or (b) specify the times or places that such persons or classes of persons may use such ground lines.
