Abstract

These Regulations lay down rules for the sustainable use, conservation and management and export of the sea cucumbers, in order to ensure sustainability in sea cucumber fishery, minimize its impacts on the marine and coastal environments, and to enable the communities to enjoy the optimum economic returns. The conservation and management measures include regulation of harvesting of sea cucumber, establishment of no-fishing areas for sea cucumber, declaration of harvest and closed seasons, monitoring of the stocks and catches, best practices for sea cucumber processing, fair distribution of sea cucumber resources amongst communities, and establishment of sea cucumber cooperatives to ensure sustainability, improved processing standards and the coordination for exports. These Regulations set forth provisions on the application procedures and terms and conditions for licensing for export of sea cucumber.
