Abstract

This Regulation establishes sanitary rules and requirements for organization and operation of sanitary water conservation areas of sources of water supply and utility and drinking water pipelines. It shall be compulsory for state executive bodies, local self-government, enterprises, institutions, officials and citizens, and also for state sanitary and epidemiological supervision bodies and environmental audit bodies. It shall be applicable to surface water and groundwater sources of water supply. The purpose of water conservation zones shall be to ensure sanitary protection of sources of water supply and utility and drinking water pipelines against pollution. Sanitary water conservation zone shall be established before construction of water abstraction structure. Substantiation of sanitary water conservation zone shall contain the following information: (a) characteristics of sanitary state of sources of water supply; (b) hydrological data; (c) interaction between groundwater sources and surface water sources; (d) construction prospect; (e) delimitation of the first, second and third belt of sanitary water conservation zones; and (f) rules and regulations on economic activities on the territory pertaining to all the three belts of sanitary water conservation zones.
