No. 65) except for articles 25 to 28 which cease to be in force on 1 January 2000. Abstract The present Law lays down provisions relating to the prevention and management of waste. Its ultimate purpose is to prevent harmful effects on human beings, animals, plants and their natural environment through the principles of waste prevention, waste processing and waste disposal. The principle of precaution leads to careful resource management policy and the polluter-pays-principle imposes obligations on those people engaged in the production of waste. However, the Act is not applicable to hazardous waste.
