Abstract

In implementing the Rural Lands Protection Act 1989 the Regulation prescribes the activities to be carried out relevant to the general management of travelling stocks reserves. Furthermore, it regulates (a) the transport of stock by vehicle; and (b) the issue of walking stock permits, the identification of specific route to be followed by stock and the establishment of permitted hours for walking stock. With regard to abandoned and trespassing stock, the Regulation states the responsibilities of the board for pounds and the public responsibilities of poundkeepers. Part 6 concern the equipment at stock watering places and the duties of persons in charge of stock at stock watering places. Matters specifically regarding animal health and protection are dealt with in Parts 7-10 concerning inter alia: (a) methods for destroying noxious animals, (b) control of pest animals and amount payable as inspection charges, (c) control of noxious insects (in particular, prescribed method for the suppression and destruction of noxious insects, information about noxious insects to be provided by the occupier of land), (d) rabbit, dog and marsupial proof fences, with regard to the assessment of claim for contribution towards cost of fencing. As for the identification of stock, Part 11 draws a distinction between large stock and small stock, and in relation thereto establishes different procedures for the registration of marks. Miscellaneous provisions concern the qualifications of veterinarians, the information to be included in the annual report of the Council of Advice, offences and penalties. The Regulation is completed by ten Schedules: Forms (1); Minimum area of rateable land (2); Signs (3); Fees and charges relating to impounding of stock (4); Particulars to be included in certain forms (5); Characters to be used in board brand designs to identify rural lands protection district (6); Characters to be used in board brand designs to identify proprietors (7); Parts of large stock animals on which registered brand designs may be placed (8); Names, shapes and sizes of earmark designs (9); Penalty notice offences and short descriptions (10).
