It serves the well-being of the general public and at the same time pursues the benefit of its members. The Association has the following tasks: 1) regulation of water discharge and securing protection against flooding of surface waters or parts of them; 2) management of surface waters or parts of them and connected installations; 3) restitution of surface waters to their original status; 4) Avoidance, reduction, elimination of adverse effects on water resources; 5) Provision and supply of potable water, as well as exploitation of hydro-power; 6) waste water discharge; 7) disposal of waste resulting from the implementation of the tasks of the Association; 8) avoidance, reduction and elimination of factors effecting adversely surface waters; 9) verification of data on water, as far as this is necessary for the carrying out of the tasks of the Association.
