Abstract This Decree amends some provisions of the Maritime Act of 1981. Article 4 establishes that the Act shall not apply (i) to warships and their supporting ships, excluding the cases of collision and rescue; (ii) to state vessels except with regard to registration, collision or rescue; and that (iii) state vessels and their cargoes cannot be subject to confinement, detention or seizure. License is necessary for activities of towing, pilotage, coastal navigation between the Omani ports, fishing, scientific research, rescue and ship chandlery in the territorial waters (art.6). Article 26 provides for penalties for those who violate the provisions of the Law. Article 43 provides that a ship may not be sold to a foreigner without obtaining a license. To register any newly built ship or a second-hand ship of no more than 15 years with the Omani flag, the technical drawings and specifications have to be approved by the competent maritime authority in Oman.
