Abstract This Decree consisting of 10 articles aims at organizing the competencies between the various authorities and institutions in the Water and Wastewater Sector by establishing that (i) the Ministry of Agriculture, Fisheries, and Water Resources shall undertake proposing policies, strategies, and plans and submit them to the Council of Ministers for approval; (ii) the Authority for Public Utilities Regulation shall undertake the competencies relating to the regulation of the activities; (iii) Oman Wastewater Services Company SAOC shall undertake the sector related activities in all governorates, with the exception of the Governorate of Dhofar where the activities will be undertaken by Dhofar Power Company SAOC. The Ministry of Finance shall prepare and implement the transformation methodology within a period not exceeding 6 months from the date of entry into force of this Decree and, at this point, the Public Authority for Water shall be abolished.
