Abstract

This Risk Management Strategy for the Ministry of Agriculture is a nationwide sectoral document aiming at (i) ensuring the preparedness of the Ministry in case of emergencies and (ii) reducing the consequences of disasters on the population and on the sector, which is one of the largest productive sectors of the Kingdom. Risk management is broadly intended as the optimal use of available resources in light of the risks in a way that ensures the achievement of national and strategic goals of the Ministry. The document has the following three main strategic goals (1) Institutionalization of risk management at the Ministry through (i) adding to the Ministry’s Strategic Plan a Risk Management Plan and include it in the budget; (ii) spreading awareness of importance of risk management; and (iii) building a culture of risk management; (2) Prediction of risks and crises through (i) identification of potential risks; (ii) estimation of the likelihood of occurrence; (iii) study of their causal factors and consequent effects; and (iv) estimation of the necessary cost to avoid them and minimize the effects; and (3) Effective and efficient risks and crises management through (i) providing plans to address potential risks; (ii) defining tasks and responsibilities for risk management; (iii) training in best practices in risk management; and (iv) building mechanisms for monitoring and evaluation in risk management and implement them.
