It establishes that the Ministry of the Minister responsible for the mass media shall ensure the effective implementation of the provisions of this Act. Subject to the provisions of section 5 of this Act, every citizen shall have a right of access to information which is in the possession, custody or control of a public authority. This Act shall not be in derogation of the powers, privileges and practices of Parliament. The provisions of this Act shall have effect notwithstanding anything to the contrary in any other written law and accordingly in the event of any inconsistency or conflict between the provisions of this Act and such other written law, the provisions of this Act shall prevail. Every public authority shall submit annual reports to the Commission before the thirty-first day of December immediately succeeding the year to which the report relates which shall be made available to the public in its office and on its official website.
