This Memorandum Order shall take effect immediately upon approval.
Abstract

This Memorandum Order is being issued to ensure efficient implementation, coordination, and delivery of integrated support services that will optimize investments in Rice Processing Centers (RPCs) under the Rice Banner Program.The establishment of RPC is one of the strategic interventions of the Department of Agriculture to improve efficiency in the rice post-production system through the reduction of postharvest losses, improvement in the quality of milled rice, enhance effective distribution and marketing system, and maximize utilization of rice by-products. The Order contains 12 Sections and provides for qualified beneficiaries including Farmer Cooperative and Association (FCA); required documents to be submitted to support the need for the RPC; selecting the RPC location and RPC components. Section VIII of the text outlines pre-implementation stage, implementation, monitoring and evaluation; operation and maintenance; and engineering and administrative overhead expense.
