"The Minister" shall be intended as the Minister of Environment, the Minister of Fisheries and Oceans or the Minister of Natural Resources, each within his field of competence. "Technical surveys" means geological, geophysical, geochemical, geographical, geodetic, topographical, hydrographic, hydrogeological, geotechnical, oceanographic, meteorological and other similar surveys. The Minister may, in exercising the powers and carrying out the duties and functions mentioned in section 6, formulate plans for the conservation, development and use of the resources specified in that section and for related research and the Minister may carry out those plans in cooperation with other departments, branches and agencies of the Government of Canada (sect. 7).
