Abstract

This Resolution of the Extended Commission for the Conservation of Southern Bluefin Tuna (CCSBT), recalling the International Plan of Action to prevent, to deter and eliminate illegal, unreported and unregulated fishing (IPOA-IUU), requires to Extended Commission at each annual meeting to identify those vessels which have engaged in fishing activities for Southern Bluefin Tuna (SBT) in a manner which has undermined the effectiveness of the Convention and the CCSBT measures in force. The Extended Commission shall establish, and amend as necessary in subsequent years, a list of such vessels (the CCSBT IUU Vessel List), in accordance with the procedures and criteria set out in this Resolution. The Resolution sets out criteria for inclusion in the (draft) list and concerns annual reporting by members of a list of vessels presumed to be carrying out SBT IUU fishing activities during the current and/or previous year (in the form in Annex II). The Extended Commission may consider cross-listing IUU vessel lists with all other tuna Regional Fisheries Management Organisations and relevant organisations on a case by case basis as agreed by the Extended Commission. The Resolution also concerns the prohibition of unilateral trade measures in respect of vessels provisionally listed.
