State credit debts of reorganized state farms in the amount of 50 percent, and collective farms 75 percent are to be transferred to new creating individual and peasant farms, agricultural cooperatives with the payment in equal parts during 15 years starting from 1 January 1997 and the remaining part of debts are to be transferred to state debt. Re-registration and writing off of debts of the reorganised state and collective farms before 1 July 1995 should be done in accordance with the Board's decision on land-agrarian reform of Ministry of Agriculture.
