Abstract

The foreseeable difficulties in the supply of natural gas require that Portugal adopt adequate measures to reduce demand and guarantee supply and to reinforce its capacity to receive and supply natural gas, namely from Sines. Thus, and under the current circumstances, it is essential to define measures that contribute to the security of energy supply. Therefore, in the first place, a strategic reserve of water is established in the reservoirs associated with the hydroelectric developments for the purposes of security of supply of the national electricity system (SEN), in order to guarantee that the storage in these reservoirs reaches, at least, a capacity corresponding to an increase in stored electrical energy. This measure aims to obtain a strategic reserve of water equivalent to about 6 days of average national consumption, which is relevant for satisfying consumption peaks, as it guarantees security of supply to the SEN in about 45 days. In the case of hydroelectric power plants with pumping, the obligation to set up a storage reserve does not prevent the use of the turbine-pumping cycle. Another of the measures adopted relates to the decision, and authorization of the corresponding investments, to implement in Sines the infrastructure for the transfer of liquefied natural gas between ships.
