Abstract

This Regulation consisting of 42 articles and several Annexes is issued by the Egyptian Ministry of Agriculture and Land Reclamation and concerns Egypt’s plant quarantine rules and regulations. The Regulation mainly aims to (i) prevent the introduction and spread of quarantine pests and limit the economic impact of regulated non-quarantine pests; (ii) facilitate international trade of plants and plant products; (iii) define the terms, functions, and responsibilities of the competent authority, the plant quarantine committee, the quarantine inspectors, and other relevant parties; (iv) specify the conditions and procedures for importing, exporting, transiting, and processing plants and plant products, as well as other regulated articles that may harbor or spread pests; (v) set the rules for issuing phytosanitary certificates, import permits, and other official documents required for plant trade; (vi) list the quarantine pests and regulated articles that are prohibited or restricted from entering or leaving Egypt, and the measures to be taken in case of infestation or violation; (vii) allow for emergency measures, pest risk analysis, surveys, and treatments to be applied in response to new or unexpected phytosanitary situations. The competent Authority, meaning the National Plant Protection Organization, is represented by the Egyptian Plant Quarantine, as provided by Article 2, within the meaning of Article IV of the International Plant Protection Convention (IPPC).
