Abstract

This Resolution consisting of 4 articles aims at defining the actions prohibited to be carried out without a license or prior permission from the Public Authority for Agriculture Affairs and Fish Resources, namely (i) conducting marine surveys by foreign fishing vessels in Kuwaiti territorial waters to collect samples for the purpose of study, research, and assessment of fish stocks using fishing equipment and tools by national scientific institutes or foreign ships; (ii) fishing in areas where it is prohibited; (iii) the use of new fishing methods and equipment that have not been used before in the country; (iv) the use of unauthorized fishing equipment, tools, and means; (v) establishing marine farms or hatcheries for the cultivation of fish, shrimp, and aquatic organisms; (vi) using or experimenting with new methods of raising fish and other marine life; (vii) non-endemic fish farming (exotic Fish ); (viii) cultivating fish, crustaceans and endemic and genetically modified aquatic organisms, and conducting experiments and scientific studies on them; (ix) collecting snails, crustaceans and marine life from the Kuwaiti coasts; (x) organizing fishing and other marine life competitions and diving to collect pearl oysters; (xi) establishing artificial coral reefs or similar; (xii) importing fishing equipment and tools (trawl nets - gill nets - qaraqir); (xiii) exporting local shrimp and re-exporting imported shrimp in a processed form abroad, and importing fish and shrimp in all its fresh and processed forms; (xiv) import and export eggs, larvae of live fish and crustaceans, and adult stages, whether harvested or cultured, for the purposes of breeding, fish farming, research, and study; (xv) import and export of ornamental fish; (xvi) import, export, and manufacturing of fish feeds and using feed additives and hormones in raising and cultivating fish and crustaceans; (xvii) establishing factories for the processing of fish, shrimp, and other marine life; (xviii) exporting locally farmed fish; (xix) exporting live or dried marine life or parts thereof (shark fins).
