Abstract

This Resolution is composed of 23 articles. The Ministry of Agriculture and Land Reclamation shall issue licences for the establishment of poultry breeding and fattening farms outside of the protected areas, residence centres and architectonic expansion according to the following requirements and conditions: (a) sites for the creation of the aforementioned farms shall be distant at least 2 km from protected areas, residence centres and architectonic expansions located in the provincial capital, at least 1 km from towns, and 500m from villages and small towns; (b) the Technical Services Departments in the provinces, municipalities and administration units are responsible for applying clause a; (c) ratification of plans and projects for the construction of the aforementioned farms shall be carried out by the Engineers Trade-Union and branches; (d) the initial approval of these farms shall be carried out by the Agricultural and Land Reclamation Departments in the provinces on condition that these farms respect the distance from other farms, residence centres, tourism centres, barracks and protected areas; (e) the area of the farm buildings shall not be smaller than 150 square metres; (f) the final licence shall be issued by the Ministry of Agriculture and Land Reclamation (art. 1). Article 2 provides for the establishment of technical committees in all Syrian Provinces formed by specialists and experts from the Ministry of Agriculture and Land Reclamation, Animal Production Department, Technical Services Department and Tillers Trade-Union in the province, with the competence to control and verify that the site complies with the provisions of this Resolution. Article 11 deals with the requirements and conditions for the suspension or revocation of the licence. The importation of poultry and poultry products shall be prohibited unless a licence from the Ministry of Agriculture and Land Reclamation has been obtained (art. 12). Articles 14 and 15 deal with the technical control on the farms. The owners of the authorized farms shall keep a register issued by the Ministry of Agriculture and Land reclamation respecting all instructions (art. 19). The regulation of the already unauthorized established farms before the entry into force of this Resolution shall be carried out according to the provisions of this Resolution (art. 21).
