The cultivation of rice will be authorized in the provinces and areas indicated in the attached list (art. 1). Committees shall be established, from the Central Administrations of Water Resources and Irrigation and of Agriculture and Land Reclamation in the concerned provinces, for the definition of the authorized percentage of lands and irrigation canals for the cultivation of rice (art. 2). According to article 38 of the Irrigation and Sewage Law, the cultivation of rice in unauthorized zones is prohibited and all transgressors shall be punished by article 94 of the aforementioned Law (art. 3). The necessary water for the cultivation of rice will be supplied from 1 May, on the condition that the rotation of rice cultivation should start from 25 May until 31 August 2004 (art. 4).
