Abstract

This Resolution approves the National Plan of Action to prevent, prohibit and eliminate illegal, unreported and unregulated fishing activity (IUU PAN) for the period 2015-2018. The above mentioned Plan of Action, consisting of five Sections and 1 Annex, specifies the measures to combat IUU fishing (PAN INN) and aims to provide the country in an integrated and structured manner, the necessary instruments to prevent, deter and eliminate illegal, unreported and unregulated fishing, for effective and coordinated implementation of the provisions designed by the International Plan of Action to combat IUU fishing in 2001 prepared by FAO. The PAN IUU respects the guiding principles of the legislation setting out the general principles of sustainable exploitation of the fishery resources, in particular the rules on access to such resources and the planning of their management as well as the monitoring of fishery related activities, established by Decree-Law no. 53/2005. In addition, in 22 November 2009, FAO drew up the agreement on the measures for the port state to prevent, deter and eliminate illegal, unreported and unregulated fishing, which seeks the exercise by Parties of their sovereignty over the ports located in their territory in accordance with international law, integrating port state measures in a set of measures to prevent, deter and eliminate IUU fishing and activities related to fisheries that facilitate IUU fishing, taking into account, where applicable, of the 2001 FAO International Plan of Action to prevent, deter and eliminate illegal, unreported and unregulated fishing.
