Abstract

This National Waste Management Strategy is multi-sectoral policy document. The problem of waste in Ukraine is particularly serious and significant both as a result of the domination of resource-intensive high-waste technologies in the national economy, and due to the lack of adequate response to its challenges for a long time. Significant volumes of resource use and the energy and raw materials consumption of the national economy together with the outdated technological base determined and continue to determine high rates of generation and accumulation of waste. In general, the waste management system in Ukraine is characterized by the following trends: (a) accumulation of waste in the industrial and domestic sectors, which negatively affects the state of the environment and public health; (b) improper collection, removal and disposal of hazardous waste; (c) storage of domestic waste without consideration of possible dangerous consequences; (d) improper recycling/reuse of waste due to the imperfection of organizational and economic principles of its involvement in production; and (e) ineffectiveness of the implemented economic instruments in the field of waste management.
