Abstract

This Regulation uniform requirements and the procedure for classifying forests into categories and separation of protected areas, as well as allocation of protective forest areas with a regime of limited forest use. Depending on the main functions they perform, forests are classified into the following categories: (a) forests of nature protection, scientific, historical and cultural purpose; (b) recreational and health forests; (c) protection forests; and (d) exploitation forests. The boundaries of the forests determined to be assigned to one of the categories are drawn along natural boundaries, quarter lines, communication lines and power grids and other clearly defined demarcation lines on land - railways and highways, ditches, canals, gas and oil pipelines, visors, firebreaks and watershed lines. State forest management organizations, in agreement with forest owners and permanent forest users, prepare an application to bring the existing division of forests into compliance with this Procedure and submit it to the State Forestry Agency, together with: (a) substantiation prepared by the state forest management organization or scientific, design and research institution with the participation of other interested parties; (b) a plan of forest plots, which are supposed to be assigned to the appropriate category of forests; (c) the characteristics of forest areas, which are supposed to be assigned to the appropriate category; and (d) information on the estimated forest cut, if the change in category affects the estimated forest cut.
