Abstract This Decree-Law approves the Strategic Plan for Renewable Energies (PESER). This Strategic Plan, consisting of 2 Sections and 2 Annexes, is a sectoral policy instrument aiming at programming and concretizing the baselines related to the development of renewable energies (in Annex I), guaranteeing a good use of territorial resource, and taking into consideration the energetic efficiency and renewable energy use. It specifies also several Development Areas (in Annex II) for Renewable Energy Production (ZDER), destined to projects for the exploitation of: wind, sun, urban solid wastes, geothermic and marine, and other forms of alternative energy, which may be implemented in the National territory and maximize energetic incomes, through the promotion of production and use of renewable energies.
