Abstract

This Resolution is composed of 19 articles. The Ministry of Agriculture and Land Reclamation shall issues licences for the establishment of dairy cattle breeding farms and calf fattening farms according to the following requirements and conditions: (a) licences for the establishment of installations, buildings and services shall be issued by the Technical Services Departments in the provinces or by municipalities provided that the site shall be distant at least 1 km from protected areas, residence centres, planning maps and architectonic expansion located in the provinces; 500m from towns; and 200m from villages; (b) the Technical Services Departments in the provinces, Municipalities and Administration Units are responsible for the application of the aforementioned clause; (c) the initial approval of these farms shall be carried out by the Agricultural and Land Reclamation Departments in the provinces on the condition that they respect the distance from other farms (private or public), residence centres, tourism centres, barracks, schools, hospitals, feed industries, food industries and protected areas; (d) the minimum heads of cattle allowed is 10 for high quality dairy cattle, 20 for other quality of cows and 25 for fattening calf; (e) the approval of the Forestry Department; and, (f) the final licence shall be issued by the Ministry of Agriculture and Land Reclamation after the applicant has carried out all aforementioned obligations (art. 1). Article 2 provides for the establishment of the technical committees in all Syrian Provinces composed of specialists and experts from the Ministry of Agriculture and Land Reclamation, Animal Production Department, Technical Services Department and Tillers' Trade-Union with the competence to control and verify the compatibility of the site with the provisions of this Resolution. Licences can be issued also for specialized cooperatives (art. 7). Requirements and conditions for the revocation or cancellation of licences are provided for in articles 9 and 10. Article 11 defines the requirements and conditions for the Technical Controller. The owners of the authorized farms shall keep a register issued by the Ministry of Agriculture and Land reclamation respecting all instructions and guides (art. 15). The regulation of unauthorized farms established before the entry into force of this Resolution shall be carried out according to the provisions of this Resolution (art. 17). Transgressors and violators of this Resolution shall be punished by applying the provisions of Law No. 14 of 1975 (art. 18). All provisions, rules and regulations that are incompatible with this Resolution shall be abrogated (art. 19).
