This Resolution enters into force on the day after its publication.
Abstract

This Resolution, consisting of 5 articles, creates the National Technical Team (ETN), responsible for coordinating and formulating the National Programme for Agricultural Investment, Food and Nutrition Security (PNIASAN-CV). It establishes competencies, composition and duties of the above mentioned Team, entitled to ensure the coordination and definition of the sectoral policies as well as the participation of the central administration structures in the elaboration and execution of the National Programme of Agricultural Investment, Food and Nutritional Security, and for this purpose: a) Implement the The PNIASAN-CV formulation guide; b) Define the strategic framework of PNIASAN-CV by 2025 and national priorities; c) Participate in the formulation of PNIASAN CV 2017-2021; d) Analyze the agro-silvo-pastoral and fishery technical aspects and propose activities and actions properly budgeted; e) Identify the main agricultural ranks; f) Align the sectoral strategy with the main long-term planning instruments, including the Government Programme, Sustainable Development Strategic Programme (PEDS), Sustainable Development Objective (ODS), Integrated Agriculture Development Programme in Africa (CAADP) and the African Agriculture Development Programme (PDDA); g) Facilitate the integration in PNIASAN-CV of emerging issues related to, inter alia, climate change, the environment, food and nutritional security, resilience and innovative techniques in agriculture and gender; h) Support national and international consultants in the process of preparing PNIASAN-CV; i) Ensure the effective involvement of different partners and actors, public or private, in the formulation of PNIASAN; j) Participate in the drafting of the PNIASAN document, in accordance with the structure defined by ECOWAS, and ensure its quality.
