The charter consists of six articles: General provisions (1); Goals and objectives of the Agency (2); Authority of the Agency (3); Property of the Agency (4); Financing of the Agency (5); Activities of the Agency that require authorization (6); State control (7); Accounting (8); Organization of the management of the Agency, and the rights and duties of the management (9); Structure of the Agency staff (10); Competences and management of the structural units of the Agency (11); Territorial administrations of the Agency (12); Amendments and additions to the charter (13); and Reorganization and liquidation of the Agency (14). The Resolution also adopts a typical charter for territorial administrations of the Agency. The objectives of the Agency include defining-specifying the boundaries of the forest fund, forest management, regulation of forest use, undertaking forest protection and restoration measures, and controlling the territory of forest fund.
