It consists of seven chapters: General provisions (I); Planning cities and location of objects (II); Buildings and external engineering networks (III); Supply of electricity, hydro-technical structures and communications (IV); Transport objects (V); Protection of animals, and animal and plant products (VI); and Communal and domestic-use objects that have sanitary and special processing use (VII). The regulation aims to protect the public, mitigate the impact of disasters, and establish support systems for rescue services in cases of disasters.
