Chapter I deals with general provisions. Chapter II defines fishing areas and seasons. Chapter III provides for nets. Chapter IV addresses aquatic plants, mussels, clams and fish feed. Chapter V specifies general duties and elicits. Provisions of this Resolution shall apply to all kinds of marine fishing, and the Director-General of ports shall undertake the execution of these provisions (art. 1). Marine fishing shall mean fishing in the sea and in the coastal waters where salinity is above 0.20 percent (art. 3). Fishing in the Syrian Territorial Waters is allowed only upon a previous licence issued by the Director-General of Ports (art. 4). The Director-General shall be entrusted to designate fishing areas (art. 5). The use of any fishing methods within ports is prohibited unless authorized by the Director-General of Ports (art. 8). Marine fishing by drift net is prohibited from 15 June to the end of September and from sunset to sunrise, unless a written authorization is issued by the Director-General of Ports (art. 9). Nets shall be divided into 3 categories: (a) permanent nets, which are usually in the bottom of the sea; (b) floating nets, which are usually placed in the highest sea layers and moved according to the winds; and (c) drift nets, divided into nets towed by boats and nets pulled by hand (art. 11). Fishing gear which may be used is the following: fishing rod, various waiving threads, hooks, spears, various kinds of traps, various kinds of cages with a mesh not smaller than 25mm, sea gunpowder, and utilities used in catching scale fish or shellfish (art. 13). Fishing gear which is prohibited is the following: sea gunpowder together with sinking tools, fire weapons at a minimum depth of 6 meters, inflammable materials and electric power (art. 14). Vessels may carry out certain fishing operations on migratory fishes only upon a prior permission (art. 16).
