Abstract This Resolution is composed of 19 articles. Competencies of the Council shall be: to propose a general policy for environment protection against pollution; to prepare projects of laws, rules and regulations for environment protection; to propose an integral work-plan for environment protection; to cooperate with the competent authorities; to study problems caused by pollution; to lay down programmes for environment education and to cooperate with international organizations interested in environment protection; to collect information and prepare reports about environment; to monitor changes in the environment and of natural resources; to train cadres in the environment field; and, to organize lectures, seminars and debates on environment protection (art. 1). The Council shall meet at least once a month (art. 2). Meetings, decisions and resolutions of the Council shall be taken by the majority of members (art. 4). The Council may establish a committee or committees with specific competencies (art. 5). Regulations and rules for meeting settings are provided for in articles 6-10. The organization structure of the Council is specified in articles 11-13.
